The Emergency Management Agency is an agency governed by Federal and State laws operating under the City of Michigan City. Outside of Michigan City; Emergency Management is governed by LaPorte County. Emergency Management was formerly known as Civil Defense. Federal, state and local organizations adopted the name Emergency management to more clearly state the objectives of the organization. Most residents are familiar with the Federal Emergency Management Agency (FEMA) that assists in major disasters throughout the country.

The Michigan City Emergency Management office prepares and keeps current several specialized disaster plans including but not limited to:

• The Comprehensive Emergency Management Plan (CEMP)
• The Multi-Hazard Mitigation Plan (MHMP)
• The Radio Amateur Communications Emergency Services (RACES) Plan
• Strategic Preparedness Plans
• Community Mass Notification Early Warning Plans
• Radiological Protection Plans
• and other plans relative to Volunteer Management Resource management, evacuation, and other specialized plans

The Emergency Management's mission is to plan for critical incidents resulting from natural and man-made hazards, including foreign terrorism. The concepts for planning involve; Preparedness, Mitigation, Response and Recovery.
